This paper reports on evaluation methodology applied in the Experimental Housing and Urban Design program (Experimenteller Wohnungsund Städtebau Exwost) of the Federal Ministry of Transport, Construction and Urban Development (Bundesministerium für Verkehr, Bau und Stadtentwicklung) in Germany. The specific context is the current (2004-2006) program 'Potentials of Housing Cooperatives' (Genossenschaftspotenziale), which promotes and tests innovative approaches in cooperative housing provision, and in which the author is a member of the
